Information on the implementation status of the “Roadmap” for the National Human Rights Strategy of the Republic of Uzbekistan for the nine months of 2025

According to the results of monitoring the implementation, of the tasks set out in the National Human Rights Strategy of the Republic of Uzbekistan, approved by Presidential Decree No. PF-6012 of June 22, 2020, the following is reported for the nine hs of 2025:

Of the 78 items included in the “Roadmap” for the implementation of the National Human Rights Strategy, 69 items (88%) have been fully completed, 2 items (3%) have been removed from oversight, and work is ongoing on 7 items (9%).

During the nine months of 2025, within the framework of the National Strategy, 10 laws, 14 presidential decrees and resolutions, as well as 14 Cabinet of Ministers resolutions, were adopted.

As part of the implementation of item 4 of the “Roadmap,” training courses were organized in 2025 to enhance the knowledge and skills of state body employees in the fields of human rights, gender equality, and combating torture.

Within the framework of ensuring the implementation of point 4 of the “Road Map,” in the reporting period of 2025, training courses were organized to improve the knowledge and skills of employees of state bodies in the field of human rights, gender equality, and combating torture.

In particular:

Training courses were planned on the topic “Combating Torture: International Practice and National Experience” based on the plan approved on February 8, 2025, by the National Center, the General Prosecutor’s Office, and the Ministry of Internal Affairs.

According to the plan, in 2025 in the Jizzakh (24–25 February), Syrdarya (26–27 February), Navoi (22–23 May), Tashkent (3–4 July), as well as Fergana and Andijan (15–16 September) regions, training courses were organized in online and offline formats on the topic “Combating Torture: International Practice and National Experience,” with the involvement of national and international experts.

In these training courses took part 444 employees of bodies conducting preliminary investigation, inquiry, pre-trial investigation, and institutions for execution of punishments, as well as judges from each territory.

In addition, during 9 months of 2025, to increase the knowledge and skills of employees of state bodies in the field of human rights, gender equality and combating torture, there were organized:

– a round table devoted to improving judicial practice in the sphere of ensuring the right to housing, including aspects related to forced eviction;

– a two-day training on the topic “Forensic Medical Documentation of Torture and Inhuman Treatment in Accordance with the Istanbul Protocol”;

– and four-day training classes on the topic “International Standards of Observance and Protection of Human Rights: Practice and Reporting.”

In the training events took part 117 listeners, among them representatives of ministries and departments directly participating in the fulfillment of international obligations of the Republic of Uzbekistan in the field of human rights, and specialists of law-enforcement agencies.

In the implementation of point 6 of the “Road Map,” as well as in the sphere of education, information dissemination, raising legal culture and strengthening international cooperation in the field of human rights, an important platform is performed by the Information and Library Center for Human Rights – “Human Rights House” of the National Center of the Republic of Uzbekistan for Human Rights.

In particular, as of today, in the “Human Rights House” a total of 27 events have been held on various topics. Of these, 6 events are presentations of monographs created by the National Center of the Republic of Uzbekistan for Human Rights and Russian scientists; 6 – book presentation ceremonies; 4 – training sessions on human rights; 5 – master classes, meetings, round tables and spiritual-educational events on various topics.

During the nine months of 2025, by the “Human Rights House,” free of charge were transferred 1,414 copies of 380 titles of literature on human rights to 4 information-library centers, 2 higher educational institutions, as well as various departments and organizations. Also, by the National Center were published collections of materials of 10 conferences and collections of international documents.

Within the framework of ensuring the implementation of point 24 of the “Road Map,” with the purpose of strengthening cooperation with the Office of the United Nations High Commissioner for Human Rights, programs, funds and specialized institutions of the UN system, a total of five events were organized. All these events were held jointly with the Office of the High Commissioner for Human Rights. These events were held in the format of three round tables, one international public consultation, and one inter-agency seminar.

In 2025, to the Center there arrived 71 documents from the Special Rapporteurs of the UN Human Rights Council and on individual communications. Of them, 60 – based on information provided by ministries and departments on issues raised by the Special Rapporteurs and in individual communications – the Center prepared response letters and sent them to the relevant Special Rapporteur.

Cooperation between state bodies and non-governmental non-profit organizations is of great importance for the purpose of increasing the role of public control in monitoring the human rights situation in Uzbekistan, including the implementation of international human rights documents. Continuous monitoring is carried out over ensuring the implementation of decisions of statutory bodies and treaty committees of the United Nations on human rights.

In particular: during the nine months of 2025, there were conducted: monitoring of the implementation of the requirements of the International Covenant on Economic, Social and Cultural Rights in the territories of Bukhara region; large-scale monitorings in the mahallas (gatherings of citizens) of the cities of Navoi and Fergana, as well as the city of Kokand and in Andijan region – on the implementation of the provisions of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW); monitorings in state higher educational institutions of Andijan region on the state of teaching in the field of human-rights education, in particular, the disciplines “Human Rights,” “Women’s Rights,” and “Children’s Rights.”

The main purpose of the monitorings was to strengthen control over the implementation of the requirements of the International Covenant on Economic, Social and Cultural Rights and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

On July 3, 2025, the National Center for Human Rights of the Republic of Uzbekistan held a seminar devoted to the development of the draft “National Action Plan for 2026–2030 on the Implementation of the Convention on the Rights of Persons with Disabilities in the Republic of Uzbekistan.”

The event was organized jointly with the UNICEF Representation in our country and the Association of Persons with Disabilities of Uzbekistan. The seminar was attended by employees of state bodies, representatives of public organizations of persons with disabilities and civil society institutions, as well as international experts.

Within the framework of fulfilling international obligations in the field of human rights, on September 4–5, 2025, a two-day seminar was held, devoted to the issues of implementing the recommendations of the UN treaty bodies and special procedures. The event was organized by the National Center for Human Rights of the Republic of Uzbekistan jointly with the Regional Office of the United Nations High Commissioner for Human Rights for Central Asia and the International Commission of Jurists.

Within the framework of fulfilling point 71 of the “Road Map,” continued work was carried out on the further development of bilateral and multilateral cooperation with international organizations on human rights and their structures, and on concluding with them memoranda and agreements on cooperation.

On June 21–22, 2025, in the city of Istanbul (Turkey), the 51 session of the Council of Foreign Ministers of the Organization of Islamic Cooperation (OIC) was held. At this session, the representative of Uzbekistan was elected a member of the Independent Permanent Human Rights Commission of the OIC for the period 2025–2028.

On July 30, 2025, in the National Center for Human Rights of the Republic of Uzbekistan, a legal colloquium took place on the topic “Protection of Human Rights in the Modern World: Experience of Uzbekistan and Russia.” The event was organized within the framework of the visit of the Commissioner for Human Rights in the Russian Federation Tatyana Moskalkova. Issues of the implementation of the national strategy and cooperation between the two states were discussed.

On August 19, 2025, the Director of the Center Akmal Saidov met with the Executive Vice-President of the China Society for Human Rights Studies Jiang Jianguo. At the meeting were discussed the prospects of bilateral cooperation.

On September 3, 2025, a meeting took place between A. Saidov and the Director of the OSCE Conflict Prevention Centre K. Firon. The sides agreed on the expansion of joint initiatives in the field of human rights, the rule of law and the development of democratic institutions.

On September 12, 2025, in the Center there was a meeting with the participation of Children’s Rights Commissioners of the Central Asian countries. In the conversation was emphasized the importance of active participation of the state and public organizations in the implementation of international recommendations on ensuring the rights of children.

On September 24, 2025, a meeting was held with the Head of the Regional Office of the UN High Commissioner for Human Rights for Central Asia M. Bogner. At the meeting were discussed issues of creating an electronic resource base of UN documents and organizing joint seminars.

On October 2, 2025, in Tashkent, there was held an Uzbek-Russian round table on the topic “Improvement of Migration Policy within the Framework of Formation of a Common CIS Labor Market.” The event was organized by the National Center, the Ministry of Foreign Affairs, the Migration Agency, jointly with the Council for Civil Society and Human Rights Development of the Russian Federation and the forum ‘Petersburg Dialogue.’
