Within the framework of the "Uzbekistan — 2030" Strategy, approved by Decree of the President of the Republic of Uzbekistan of 16 February, 2026, "On additional measures to consistently continue reforms and bring them to a new stage within the framework of priority directions of the country's development until 2030", the list of draft strategic planning documents to be developed during 2026 envisages the preparation of a draft regulatory legal act on the approval of the "Human Rights — 2030" Strategy. In order to ensure the implementation of this task, the National Human Rights Centre of the Republic of Uzbekistan has developed a draft Decree of the President of the Republic of Uzbekistan "On Approval of the "Human Rights — 2030" Strategy".
The draft Decree sets out the principal objectives and directions for implementing the state policy consistently pursued in Uzbekistan to ensure human rights and freedoms as the most important and essential precondition for enhancing the dignity, standard of living and well‑being of the individual.
The draft Decree comprises measures aimed at defining and effectively achieving the priority goals of the state policy on ensuring human rights and freedoms, fostering respect for human rights and freedoms, and further strengthening the country's standing in the international arena.
In addition, the draft Decree envisages the approval of the following:
– the "Human Rights — 2030" Strategy;
– the Programme of Measures for the implementation of the "Human Rights — 2030" Strategy;
– the Regulations on holding the Samarkand Forum on Human Rights;
– amendments and additions to certain acts of the President and the Government of the Republic of Uzbekistan;
– the list of certain acts of the President and the Government of the Republic of Uzbekistan recognized as having lost force.
The "Human Rights — 2030" Strategy consists of 12 chapters, which address such matters as: a description of the current state of human rights in New Uzbekistan; the goals and objectives of the Strategy; the core principles for implementing the Human Rights Strategy; the programme of measures on the mechanisms for implementing the Human Rights Strategy; the results expected from the implementation of the Strategy; the procedure for monitoring and reporting on the implementation of the Strategy; the financial and resource support for the implementation of the Strategy; and the mechanism for assessing the effectiveness of the Strategy's implementation.
The Programme of Measures for the implementation of the "Human Rights — 2030" Strategy consists of four priority directions and includes "outcome" indicators and "immediate‑performance indicators", namely:
1. improving national legislation in the field of human rights;
2. protecting the rights of vulnerable categories of the population and building an inclusive and socially just society;
3. advancing a culture of human rights and developing the education system in the field of human rights;
4. strengthening Uzbekistan's international cooperation in the field of human rights and ensuring the fulfilment of international obligations.
Thus, the Decree will serve to ensure the implementation of the priority directions set out in the "Uzbekistan — 2030" Strategy, as well as to further improve the mechanisms for protecting human rights and freedoms.
