Measures to combat corruption discussed

On July 29, President Shavkat Mirziyoyev reviewed a presentation on measures aimed at countering and preventing everyday corruption.

The issue of combating corruption remains highly relevant and affects the interests of the entire society. According to data, 75 percent of all corruption cases are linked to so-called everyday corruption, which predominantly occurs at the city and district levels.

At the meeting of the National Council for Combating Corruption held on March 5, the task was set to eradicate this phenomenon. In line with this goal, and under the Presidential Decree of April 21, a special department was established within the General Prosecutor’s Office to analyze factors contributing to corruption. A systematic study of the causes and conditions of corruption is being conducted, including on-site investigations in the regions.

At present, more than 200 specialists at the Law Enforcement Academy and the Scientific and Educational Center operating within the Prosecutor’s Office system are engaged in analytical and research work. Overall, over 100,000 law enforcement officers are involved in efforts to prevent corruption.

However, in most cases, efforts are focused on addressing the consequences of corruption rather than its root causes. Preventive measures that eliminate the conditions for corruption remain insufficient. Bureaucratic obstacles and vulnerabilities to corruption persist in institutions with which citizens interact daily – such as hokimiyats, cadastral services, banks, and tax authorities.

The presentation included a discussion of additional measures aimed at resolving these issues.

There are currently 43 oversight bodies operating in the country. Compliance departments have been established in all ministries, with improving their effectiveness identified as a key priority. The performance of inspection units within ministries and government agencies has also been subject to critical assessment.

The President emphasized that the performance of government bodies should be evaluated not only by the reduction in corruption cases, but also by the number of corrupt practices successfully prevented.

A transparent land allocation system has been introduced nationwide. However, instances of illegal actions are still being recorded at the local level. In this regard, instructions were given to analyze data from the Cadastral Service, Uzbekspace, construction, and other relevant organizations, and to take measures to eliminate such violations.

The need for complete digitalization of the Prosecutor’s Office system and the introduction of digital oversight across all sectors was emphasized.

Earlier, at a meeting of the National Council for Combating Corruption, relevant parliamentary committees were given recommendations on several pressing issues, including studying the root causes of corruption at the mahalla level, reducing the share of direct contracts in public procurement, and fostering a culture of intolerance toward corruption among youth.

During the presentation, responsible officials reported on the work carried out in these areas.
